Takamol – Palestine Stability, Services and Reform Programme (SSRP)

Takamol – the Palestine Stability, Service, and Reform Programme (SSRP), and its follow-on programme ISNAD – Empowering Palestinian Institutions and Civil Society in the Occupied Palestinian Territories (EPICS), have been key components of the UK Government’s support to the Palestinian Authority. These programmes have worked with the Palestinian Authority to reform the core cycle of planning, budgeting and monitoring of government service delivery. The purpose of our work is to build the capabilities of ministries to move towards fiscal sustainability, increased accountability and improved delivery of public services to Palestinians. 

FHI 360 UK provided Public Financial Management (PFM) expertise and led on the implementation of Political Economy Analysis (PEA). Through our PFM work we developed strategies to tackle key PFM reform priorities, enhance PA revenue, advance the National Policy Agenda, and ensure greater donor coordination on PFM reform priorities. Our integrated Political Economy and Conflict Analysis (PECA) approach helped to navigate challenging political economy factors and adapt our PFM interventions to better understand the environment, space for reform, and how to successfully engage stakeholders. These activities supported the programme’s efforts to “think and work politically” and provided the basis for strategic decision making.

FHI 360 UK also contributed to capacity building within the Palestinian Authority, by providing support and training to ensure sustainable PFM practices. Our work included developing strategies to maximise finance entering the education sector, increasing the efficiency of financial flows, and improving the allocation of funds based on priorities and evidence.

Through our collaborative approach, we aimed to empower the PA to institutionalise essential PFM and revenue reforms, address the fiscal crisis, and build sustainable systems and policymaking capabilities. Our efforts were guided by a commitment to inclusivity, transparency, and accountability, ensuring that the PA engages constructively with civil society and a broader range of voices.
