Programme Reviews & Evaluations
FHI 360 UK has a long history of utilising its internal political economy, governance, and public financial management expertise and consultant pool of defence, anti-corruption, law, and land administration expertise on conducting short-term FCDO programme reviews and evaluations. These reviews and evaluations focus on appraising the strategic direction of FCDO programmes, helping to ensure flexible and adaptive programming, and understanding how change occurs and how to ensure the sustainability of development programmes. Some of our key programme reviews and evaluations include:
Monitoring and Learning Agent (MLA) for the FCDO International Action Against Corruption (I-ACT) Programme
The I-ACT programme focused on international partnerships, working across borders to expose corruption through greater transparency, and stopping corrupt people hiding the proceeds internationally, so that stolen assets could be recovered and reinvested in development.
FHI 360 UK provided political economy, public financial management, defence sector and anti-corruption expertise evaluating this £34.5 million cross-border anti-corruption programme. FHI 360 UK experts developed research and learning reports, provided ongoing monitoring assessments and evaluated the impact of anti-corruption projects delivered by multilateral institutions and implementing partners in Ghana, Kenya, Lebanon, Nigeria, Tanzania, and Ukraine – including, but not limited to: ECOFEL, IMF Topical Fund (AML/CFT), Stolen Asset Recovery Initiative (StAR), OpenOwnership, Business Integrity Initiative (BII), UNODC Illegal Wildlife Trade Project, Transparency International Defence and Security.
Organisational review and restructuring of the Oromia Regional Land Administration and Use Bureau, Ethiopia
FHI 360 UK provided a team of land law, land administration and cadastral systems experts to provide an organisational evaluation of the Oromia Regional Land Administration and Use Bureau (ORLAUB).
The evaluation identified gaps in the current land bureau structure; provided options for restructure to help effectively implement land sector reform; explored options for short-term land policy adviser/s placements; and, identified key areas to support existing reform underway in the land sector.
Project Completion Review (PCR) of the Social Protection Programme II (SSP 2), Kenya
The Social Protection Programme II was a five-year programme implemented between 2013 and 2018, with a value of £38.2M. From 2013 to 2017 the programme provided regular cash transfers of 2,000 Kenyan Shillings (or approximately £14) per month (paid bi-monthly) to 40,000 orphans and/or vulnerable children (OVCs). This was directly supported and financed by DFID, until July 2017 when the Government of Kenya took over to ensure sustainability. FHI 360 UK conducted a Project Completion Review (PCR) of SSP II, on behalf of DFID Kenya.
Governance in Palestinian Refugee Camps, Lebanon
FHI 360 UK evaluated an FCO governance programme which looked at how Palestinian refugees, youth in particular, viewed aspects of governance which affected their standard of living directly.
External Evaluator of Institutions for Inclusive Development (I4ID) programme, Tanzania
I4ID was a five-year £14 million programme to strengthen inclusiveness, accountability and economic growth in Tanzania. I4ID programme was a flexible and adaptive programme using PDIA approaches and an adaptive management process that will constantly adapt to the ever-changing operating context and experience and understanding gained during implementation. The five-year independent external evaluation team provides ongoing analysis of the how the implementer uses adaptive management and is also tasked with conducting the Mid-Term Review (2019) and Final Evaluation (2021).
FHI 360 UK provided PDIA and governance expertise on the mid-term and final evaluations of I4ID. FHI 360 UK incorporated governance analysis into the strategy; developed the PEA as well as incorporated PDIA approaches into the programme methodology. The programme was designed to strengthen democratic governance institutions around economic growth and livelihoods.
The aim of the mid-term review and final evaluation was to provide: strategic direction adjustments for the programme; learning on flexible and adaptive programming; and better understanding of how change happens.
Project completion report of the TradeMark East Africa (TMEA) Dar es Salaam Port Improvement Programme (Preparatory Phase), Tanzania
FHI 360 UK undertook a Project Completion Review (PCR) for the TMEA Dar es Salaam Port Improvement Programme (Preparatory Phase); a programme designed to increase Tanzania’s trade competitiveness by providing the Port of Dar es Salaam with essential infrastructure and efficiency enhancements. As part of this assessment, we collated key traffic data from other East and South African ports (such as Mombasa, Durban, Djibouti and Maputo) over a five-year period, from 2013 – 2017; and subsequently identified relative changes. This included identifying the Governance Models and Operators of every port; classifying ownership and operating structures (landlord ports, state owned and operated); detecting major operators; and outlining the nature of concessions/ lease agreements. We also provided a summary of the major expansion plans – detailing changes in maritime/ port regulatory frameworks in the region – and the potential impact on investment and competition.
