Strengthening Inclusive Education in the Rwandan Education System (SIERES)

FHI 360 UK lead on research to strengthen understanding of what works to promote inclusive education systems and improve learning outcomes for children with disabilities in Rwanda, building on learning from the Building Learning Foundations (BLF) programme. In particular, the research focused on the roles of Special Needs Education Coordinators (SNECOs) and Inclusive Education Focal Teachers (IEFTs).
FHI 360 UK conducted ‘deep dive’ research in 10 schools where BLF inclusive education interventions had been implemented, using key informant interviews (KIIs) and Focus Group Discussions (FGDs) to understand knowledge and understanding around Special Education Needs (SEN) and the roles and responsibilities of IEFTs and SNECOs; the impacts of Inclusive Education interventions; and the challenges and opportunities associated with these interventions.
This research provided recommendations for strengthening inclusive education in Rwanda and aimed to position the FCDO and other key stakeholders in inclusive education to advocate for, and support, government and partners with inclusive education policy implementation and development.
