End of Programme Review for the Leave No One Behind and Partnerships Beyond Aid Programmes
Location: Ghana
Commissioned by the British High Commission Ghana, FHI 360 UK led a multidisciplinary technical team comprising health, education, social protection advisors, and researchers to evaluate the effectiveness of their flagship programmes: ‘Leave No One Behind’ (LNOB) and ‘Partnerships Beyond Aid’ (PBA). The programmes were assessed against the OECD-DAC criteria through a comprehensive review of over 200 documents, 35 key informant interviews (including beneficiaries), and more than 17 workshops with programme and project teams. Throughout this assignment, the team worked closely with FCDO Ghana to provide technical assistance and strategic assessment for the direction of future business case/portfolio design choices, during a period marked by a changing aid landscape. Recommendations for future programming were rooted in a strategic assessment of needs, the unique value added by FCDO, appraisals of multilateral and bilateral funding, and realistic trade-offs given likely reductions in global Official Development Assistance (ODA). The team built a strong relationship of trust with the client, conducting monthly presentations, engaging in regular dialogue, and delivering three reports.
