Transparency and Accountability for Inclusive Development in Mozambique (POTENCIAR)

The POTENCIAR programme addresses accountability and governance issues that undermine the delivery of basic services in Mozambique.
FHI 360 UK leads the political economy analysis (PEA) strategy and the practical application of adaptive management techniques to support the identification, design and implementation of pro-accountability initiatives (PAIs). Our PEA work is conducted at different scales, including macro (national), provincial, regional, and sectoral levels – as well as local level PEA of issues as they manifest. Our macro-PEA work serves to inform the overall programme baseline and the design of POTENCIAR’s advocacy and policy engagement components; and is guided by the findings from regional and provincial level PEAs. Our work addresses a wide range of issues and their implications for accountability and inclusion in service delivery.
In addition to our PEA work, FHI 360 UK oversees POTENCIAR’s on-the-ground efforts to integrate Gender Equality, Disability, and Social Inclusion (GEDSI) into all aspects of the programme, including programme targets, indicators, and outputs. FHI 360 UK also explores how gender, disability and social inclusion can be integrated meaningfully across POTENCIAR’s delivery components (Programme Management and Administration, Technical Assistance and Monitoring, Evaluation and Learning). We provide technical support to Advisors and counterparts on integrating gender throughout PAIs initiated so far. Additionally, our GEDSI work feeds into the internal adaptive management, monitoring, and learning functions of POTENCIAR, ensuring continuous improvement and responsiveness to evolving needs.
FHI 360 UK participates in POTENCIAR’s Consortium Committee that sets the strategic direction for the project and serves as a mechanism to discuss and agree on technical, commercial and compliance matters pertaining the project.
