Robert Rosenthal
Senior Programme Leader, FHI 360 UK
Robert leads the team from FHI 360 UK behind the HSP consortium, delivering grants and peer exchange facilities to strengthen emergency preparedness, equitable access to care, and health system resilience. He previously managed the Fleming Fund’s Asia regional delivery for Mott Macdonald, developing investment strategies for AMR and One Health and overseeing a portfolio of grants in ASEAN member states and across the region. From 2016–2022, Robert developed programmes in education, livelihoods, and health, reaching up to 1 million people annually in Nepal, Cambodia, Myanmar, and Thailand. He is based in Bangkok, Thailand.

Tanya Liberhan
Project Director, FHI 360 UK
Tanya is FHI 360 UK’s contractual representative and escalation point for the UK Mission to ASEAN/FCDO. Based in the UK, she provides strategic oversight and technical guidance for HSP implementation.
As FHI 360 UK’s Health Lead, Tanya has over 15 years’ experience managing global health programmes across Asia, Africa, and the Middle East. She has worked with governments and donors including FCDO, the Global Fund, USAID, the Bill & Melinda Gates Foundation, and UNICEF. Tanya led the Global Fund’s Private Sector Engagement Strategic Initiative Phase II, supporting 12 countries’ HIV, TB, and malaria responses, and has provided technical leadership on major FCDO-funded programmes in Kenya, Nigeria, and India, ensuring quality delivery aligned with FCDO standards. She is based in London, UK.
Anastasia Susanto
Regional Grants and Impact Lead, FHI 360 UK
Anastasia Susanto is the Regional Grants and Impact Lead for the ASEAN-UK Health Security Partnership (HSP) at FHI 360 UK, with over 17 years of experience driving health system strengthening across Southeast Asia and globally. She brings deep expertise in global health security, maternal and newborn health, tuberculosis, HIV and AIDS, and health systems resilience, working in partnership with governments, donors, and civil society. She previously held strategic roles with leading international institutions such as USAID, World Vision Indonesia, and the European Chamber of Commerce. She is based in Jakarta, Indonesia.
Nathalie Cuny
Programme Manager, Grants and Impact, FHI 360 UK
Nathalie Cuny is a programme and operations specialist with 15+ years of experience managing and supporting complex donor-funded international development and health work across Southeast Asia and Africa. Most recently she was Senior Project Manager for Mott MacDonald, supporting the delivery of the Fleming Fund in the region. Her additional experience with UK aid at Mott MacDonald includes five years in London building strong partnerships, improving operational effectiveness, and delivering high-quality results in complex multi-country environments. She is based in Bangkok, Thailand.
Clare Strachan
MEL Senior Advisor, Itad
Clare leads the HSP MEL team across the Itad and FHI 360 partnership. A Principal Advisor at the Nossal Institute for Global Health, she brings over twenty years of experience in public health and health security, with expertise spanning pandemic preparedness, communicable disease control, health systems strengthening, and One Health across Africa and the Asia Pacific. Her work includes large-scale evaluations, strategic reviews, and policy support for WHO, World Bank, Global Fund, Gavi, UNICEF, and DFAT. She is based in Melbourne, Australia.
Olivia Burr
Deputy MEL Lead & Learning Lead, Itad
Olivia serves as Deputy MEL Lead and leads the learning function within the HSP MEL team. Previously MREL Manager for UKHSA’s IHR Strengthening Project — a £47 million programme — she designed a new MREL strategy encompassing logframe development, monitoring systems, and a portfolio-wide learning strategy, and provided senior MEL advisory support across six further global health security programmes. She has additional expertise in health systems strengthening, participatory methodologies, and equity-focused work with Indigenous communities. She is based in Melbourne, Australia.
Jon Cooper
MEL Team Project Director, Itad
Jon leads Itad’s delivery of the HSP MEL function and co-leads Itad’s health and education practice, bringing over 20 years of experience across global health security, sexual and reproductive health, health systems strengthening, and institutional effectiveness. His health security work includes evaluations of the Fleming Fund AMR surveillance programme, Public Health England’s IHR programme, and the Wellcome Trust’s Drug Resistant Infection programme. He has worked with Wellcome, Gavi, the Global Fund, and HMG to use evidence to drive programme improvement. He is based in London, UK.
